Request for Proposal (RFP) Study on Potential and Techno-Economic Analysis for Green Hydrogen Production in East Nusa Tenggara

Background

Indonesia has enormous renewable energy potential, strategically positioning it to become a major producer of green hydrogen. As a clean energy carrier, green hydrogen plays a crucial role in decarbonizing sectors that are difficult to reduce emissions, such as industry and heavy transportation, while simultaneously enhancing energy security and expanding renewable energy integration through its function as a flexible load and energy storage medium. Furthermore, green hydrogen also opens up opportunities to expand clean energy access in remote areas.
Recognizing this opportunity, the government has taken initial steps to develop a national hydrogen ecosystem. The publication of the National Hydrogen Strategy and Roadmap reflects this growing institutional focus, while several ministries, state-owned enterprises, and private sector actors have initiated feasibility studies, pilot projects, and international collaborations. These early initiatives lay a crucial foundation for the growth of the hydrogen economy in Indonesia.
The development of hydrogen hubs is key to accelerating this growth, as they integrate renewable resources, infrastructure, and end-use industries within a regional cluster. Among the various potential regions, East Nusa Tenggara (NTT) stands out for its abundant solar and wind resources, projected to yield the highest hydrogen production potential and lowest production costs by 2040 (Ministry of Energy and Mineral Resources, 2023). NTT also offers strong prospects for domestic hydrogen utilization in the energy, industrial, maritime, and household sectors, as well as opportunities to position hydrogen as an export commodity.
To address this need, the Institute for Essential Services Reform (IESR) intends to engage competent experts to support a dedicated study on green hydrogen development in East Nusa Tenggara. This study aims to assess the potential and conduct a technical-economic analysis of green hydrogen production, identify potential demand in the province, and formulate strategies that can guide the development of an inclusive and sustainable hydrogen economy in NTT.

Timeline Proposal

Prospective service providers must submit a proposal package consisting of a technical proposal (background, tasks to be performed, methodology, schedule), a cost proposal (total proposed labor rates and other costs), and a relevant resume and portfolio. Proposals will be accepted no later than 23:59 Western Indonesian Time (WIB, GMT+07) on Sunday, November 23, 2025. Any submissions received after that date and time will be deemed inadmissible.
