Background
The Clean Energy Center campaign focuses on building a just energy transition narrative through direct implementation at the individual and community level, as well as encouraging communities to support policies at the national and subnational levels. This campaign focuses on building community capacity and providing a platform for gathering and communicating aspirations.
The CRH campaign implements capacity building through three separate approaches. First, learning through a robust mechanism provided by Akademi.transisienergi.id, both synchronously and asynchronously. Second, through self-reflection through Jejakkarbonku.id, which provides complete emission estimation calculations with rankings and recommendations for reducing emissions. Third, providing easily accessible and understandable information through various media, including articles and social media content.
In 2023, CRH also initiated an inclusive volunteer community called Generasi Energi Bersih (Gen-B) to gather and communicate community aspirations. As of October 2025, Gen-B was present in more than 20 city branches with over 1,000 volunteers across the archipelago.
Gen-B focuses on advancing a just energy transition and mitigating the climate crisis through three pillars of activity. The first pillar is education, which aims to increase the capacity of Gen-B volunteers, students, teachers, and the general public on climate crisis and just energy transition issues. The second pillar is campaigns and best practices, where volunteers and their networks can conduct various activities to inform and inspire the public, ranging from exhibitions, challenges, digital campaigns, and national parades. The final pillar is advocacy, where volunteers directly voice their opinions to policymakers, both at the national and sub-national levels, through hearings and policy recommendations.
The campaign consultant is expected to assist the broader CERH team in implementing effective and cost-effective campaign measures for the period November 2025 to May 2026.
Timeline Proposal
Prospective service providers must submit a proposal package consisting of a technical proposal (background, tasks to be performed, methodology, schedule), a cost proposal (total proposed labor rates and other costs), and a relevant resume and portfolio. Proposal submissions are open until November 12, 2025, at 11:59 PM WIB, addressed to the Clean Energy Hub Coordinator at irwan@iesr.or.id and the Energy Transformation System Program Officer at reza@iesr.or.id. Please write “RFP Response – Proposal – Consultant Campaigner – [Your Name]” in the subject line of the proposal. All proposals must be signed by the official organization or a representative of the organization submitting the proposal.
