Central Java Provincial Regional Green Industry Forum : “Green Industry as a Pillar of Energy Transition and Low-Carbon Development”

Background

The climate crisis is a real challenge that not only has a global impact but is also increasingly felt in Indonesia, both nationally and locally. Rising temperatures and extreme weather pattern changes threaten food and energy security, demanding concrete action from all stakeholders.

The Government of Indonesia has committed to achieving the Net Zero Emission (NZE) target by 2060 or sooner, as stated in the Enhanced Nationally Determined Contribution (ENDC) document and the long-term low-carbon development strategy. This commitment is part of the global responsibility to address the climate crisis and reduce greenhouse gas emissions. However, to realize this commitment, integrated and concrete steps are needed that do not stop at national policies but are also translated into tangible actions at the local level.

One of the most significant contributors to greenhouse gas emissions in Indonesia is the energy sector. In 2023, national energy consumption reached 1,220 million tons of oil equivalent (MTOE), an increase of 6.29% from the previous year, and the highest figure in the last six years. The industrial sector was the largest energy user, consuming about 45.60% of the total energy. This data shows that the industrial sector plays a crucial role in emission control and energy transition efforts. Therefore, accelerating the use of renewable energy in the industrial sector, such as the implementation of Rooftop Solar Power Plants (PLTS Atap), is one of the strategic steps that can be taken at the regional level to support the emission reduction targets and sustainable development based on green industry principles.

The Government of Central Java Province has issued Central Java Governor’s Circular Letter Number 500.9/0006073 of 2025 concerning “Acceleration of Energy Transition Through the Utilization of Renewable Energy in the Industrial Sector Towards a Green Industry.” This Circular Letter is one of the strategic steps taken by the Central Java Provincial Government to encourage the massive adoption of renewable energy among industries, in line with the direction of low-carbon development and the principles of a green economy. This circular urges industrial and commercial players to use renewable energy sources as an effort to meet the Net Zero Emission (NZE) target. However, implementation on the ground still faces various challenges that need to be addressed through a collaborative approach.

Therefore, the Institute for Essential Services Reform (IESR), together with the Central Java Provincial Industry and Trade Office (Disperindag), will hold the Central Java Provincial Regional Green Industry Forum as an effort to strengthen commitment and encourage the transformation of the industrial sector towards a more sustainable direction. This forum is designed as a space for dialogue and collaboration among government, industry players, technology providers, and other stakeholders to encourage the adoption of green industry principles, including energy efficiency, renewable energy utilization, and carbon emission reduction. Through this forum, it is hoped that a shared vision, technical understanding, and concrete follow-up plans can be created to accelerate the realization of a green industry in Central Java Province.

Objective

    1. To increase the understanding of industry players regarding the urgency of energy transition and the application of green industry principles, especially in the context of sustainable development and emission reduction in Central Java.
    2. To review and introduce industrial decarbonization initiatives that pave the way for sustainable transformation from the aspects of technological innovation to policy strategy.
    3. To bridge communication and collaboration between local governments, industry players, technology providers, financial institutions, and development partners in accelerating the adoption of clean energy in the industrial sector.
