G20 Parallel Event: Decentralizing energy transition – advancing the role of the community and subnational government

Local governments can contribute to low-carbon development and green economy through various instruments; policies and regulations, fiscal, as well as a number of other supporting instruments to ensure a just energy transition process. Local government work plans and programs on energy transition as an elaboration of the Regional Medium-Term Development Plan (RPJMD) which is oriented towards renewable energy transformation and green technology-based economic acceleration will be the key to success in the energy transition at the regional level. In addition, local governments play an important role in the implementation of the General Plan for Regional Energy (RUED) which is mandated as a derivative of the General Plan for National Energy (RUEN).

One of IESR’s commitments to support the energy transition at the local government level is reflected in the various collaborations implemented. In Central Java, IESR together with the local provincial government are encouraging the adoption of solar energy through the Central Java initiative of the Surya Province. IESR also provides assistance in the implementation of the Jambi Province RUED as well as assistance in implementing the energy subsidy program through the use of renewable energy. IESR also works quite closely with the Province of Bali in order to realize Bali net-zero emissions by 2045. Transformation of the low-carbon economy in promoting a just energy transition is also the focus of IESR together with the Provincial Government of South Sumatra.

IESR sees that local policymakers and the general public can contribute to the energy transition. This was reflected in the Energy Exploration activity which was held in Central Java last May. Various efforts and collaborations in the use of renewable energy that have been carried out by the community, industry, and local governments have provided economic and environmental benefits in various regions in Central Java. Community involvement in various sectors is one of the backgrounds for the collaboration between IESR and the Central Java Provincial Government by expanding the scope of cooperation and involving more stakeholders.

Considering that the entire community can play a role in the energy transition where local governments have an important role in integrating energy transition issues into regional development plans, IESR in collaboration with the Central Java Provincial Government will conduct public dialogues and seminars with the title “Decentralization of energy transition – advancing the role of the community. and local governments” in order to encourage public and local government participation in the energy transition. The event was carried out in parallel with the G20 Side Events and the Energy Transition Working Group (ETWG) meeting in Bali. This activity will also be followed by the launch of the Central Java Energy Exploration or Jelajah Energi Jawa Tengah book which summarizes good practices in the use of renewable energy by various sectors in Central Java.
