Launching Study Report Indonesia Energy Transition Outlook 2026

Background

The progress and development of the energy transition in Indonesia is specifically highlighted in one of IESR’s flagship reports, launched annually at the end of each year: the Indonesia Energy Transition Outlook (IETO). Published since 2018, the IETO, formerly known as the Indonesia Clean Energy Outlook (ICEO), aims to regularly monitor the development and progress of the energy transition in Indonesia and identify challenges and opportunities for the following year. The report includes analysis and reviews of policies, technological developments, and the energy transition ecosystem.

Over the years, IESR has strived to improve the scope and analytical rigor of this report. This eighth edition of the IETO also gathers diverse perspectives from energy sector stakeholders and curates them with in-depth research to provide a strategic analysis of the progress of the energy transition and the transformation towards a low-carbon energy system in the country. The launch of this year’s IETO broadens the scope of the discussion to be more comprehensive, highlighting energy efficiency, the energy transition environment, and the subnational level.

Through the IETO, the IESR aims to inform policymakers and all stakeholders in the energy sector about the effectiveness of policies and the improvements needed to accelerate the development and transition to a clean energy system in the country. This is expected to ensure Indonesia’s energy security, competitive economy, and transition to a sustainable energy system in the near future.

IETO 2026 will be launched as a hybrid event for policymakers, the private sector, and the public to understand emerging trends in the energy transition in the coming year. Discussions at this meeting will highlight the energy transition process occurring across various energy sectors in Indonesia, followed by an analysis of the energy transition readiness framework in the Indonesian electricity sector and various lessons learned in 2025 to address challenges in driving the energy transition by 2026.

This year’s IETO theme is “Golden Indonesia, Green Indonesia: Examining the Synergy of Indonesia’s Energy Transition with National Economic Growth Ambitions.” This theme was chosen to emphasize the synergy between the energy transition and economic growth ambitions that can be achieved to achieve Indonesia’s demographic dividend by 2045.

Objectives

The launch of IETO 2026 has the following objectives:

  1. Publish the IESR’s annual flagship report to stakeholders.
  2. Conduct a review and evaluation of the progress of the energy transition (fossil fuels, renewable energy, and energy efficiency) in Indonesia through 2025, in the context of the impact of issued government policies and regulations on relevant stakeholders, and a review for 2026.
  3. Review the evaluation and readiness framework for the energy transition (transition readiness framework) in the electricity, transportation, industry, and buildings sectors in Indonesia with policymakers and stakeholders.
  4. Provide a space for policy dialogue between stakeholders, policymakers, business actors, and civil society organizations in the process of formulating and implementing more sustainable energy transition policies.
