
Report Launch: Bali’s Net Zero Emission Electricity Roadmap 2045
Background
The Province of Bali has demonstrated its commitment to supporting energy transition efforts and reducing greenhouse gas emissions through its Net Zero Emissions (NZE) target by 2045, 15 years ahead of the national target. This commitment has been reinforced by the issuance of Bali Governor Regulation Number 45 of 2019 concerning Bali Clean Energy, which serves as a policy foundation for building a cleaner and more independent energy system.
As an island province dependent on external energy supplies, Bali faces significant energy security risks. Energy independence is crucial, not only for the resilience of its electricity system but also for supporting strategic sectors such as tourism and the creative economy. Supporting the NZE target requires a transformation of the electricity system from a predominance of fossil fuels to renewable energy. Based on preliminary analysis by the Institute for Essential Services Reform (IESR), Bali has a total renewable energy potential of over 26 GW from solar, wind, biomass, and mini- and micro-hydro sources.
However, challenges continue to emerge. With the rapid growth of the tourism sector and increasing economic activity, Bali’s electricity demand has increased significantly year after year, even exceeding the national average. This situation requires a strategic approach to ensure a reliable, clean, and affordable energy supply. To address this challenge, the IESR has developed the Bali Electricity Roadmap (NZE 2045), which maps out energy transition scenarios in the short term (2025–2035) and long term (2036–2045).
The launch of the Bali Electricity Roadmap (NZE 2045) plays a crucial role as a strategic step in supporting Bali’s energy transition efforts in a targeted and measurable manner. This report serves as a primary guide for stakeholders in designing policies and implementing decarbonization measures in the electricity sector through to 2045. With comprehensive technical and economic projections, this report is expected to encourage cross-sector collaboration and attract investment from national and international partners.
Objective
- Disseminate the results of the Bali NZE 2045 Electricity Roadmap to stakeholders at the provincial and national levels.
- Encourage cross-sector collaboration in supporting the implementation of renewable energy in Bali Province to support the Governor’s priority of Bali Energy Independence with clean energy.
- Emphasize the urgency of accelerating renewable energy development and reducing emissions from the energy sector in Bali to encourage economic growth and sustainable, environmentally friendly tourism.
