IESR’s Executive Director, Fabby Tumiwa, said that basically the government must determine whether or not facilities are included in the carbon market. The government also needs to set a minimum amount of carbon production to enter the carbon market in order to maintain effectiveness. The carbon tax will take effect in stages starting April next year as stated in the Tax Regulation Harmonization Law (HPP)
