Bali’s Roadmap to Net Zero Emissions by 2045 in the Electricity Sector

Towards a 100% Renewable Energy Powered Bali Island

The increasing realities of climate change demand fundamental transformations across various sectors, including the energy sector. In line with the sustainable development vision embraced by the Balinese people through the principles of Tri Hita Karana, the Province of Bali has an ambitious aspiration to achieve net-zero emissions (NZE) by 2045. To realize this aspiration, a comprehensive roadmap is needed, particularly for the electricity sector, the backbone of the modern economy.

This publication responds to this urgency by presenting the Roadmap for Decarbonizing Bali’s Electricity Sector Towards 100% Renewable Energy by 2045. The report details the strategies and stages required to transform Bali’s electricity system, currently dominated by fossil fuels, into one entirely powered by renewable energy. The report also identifies the technical potential of renewable energy sources in Bali, including solar and wind, and highlights the critical role of energy storage technologies in addressing the intermittent nature of these sources.

This publication presents an in-depth analysis of investment needs, emission reduction potential, and challenges to be overcome, including regulatory, technological, human resource, and socio-cultural aspects. By dividing the roadmap into several phases—from the preparation and acceleration phase (2025–2029) to the final, mature phase (2040–2045)—the report provides practical and structured guidance for stakeholders to support the energy transition in Bali. The publication also considers the Nusa Penida system pilot project as a concrete first step towards a greener Bali.
