Connecting the Energy Transition Collaborative Network in Southeast Asia
Southeast Asia Energy Transition Collaborative Network, in short called SETC, is a collaborative action among think-tanks and civil society organizations across Southeast Asia. The coalition’s objective is to assist the region in establishing its leadership in energy transition and foster interdependence in the Southeast Asia to reduce emissions.
SETC initiated by the Institute for Essential Services Reform (IESR) in 2023 and officially launched during the First SETC Strategic Meeting held in Bali on August 28-29, 2024. At this inaugural meeting, coalition partners formally agreed to collaborate under a unified framework. Which developed strategies for research, policy advocacy, communication, and outreach, with a focus on energy and climate issues in Southeast Asia.
SETC aims to support the region in establishing leadership in the energy transition and fostering interdependence across Southeast Asia to reduce emissions. This strategy reflects the coalition’s identity, which leverages the specific expertise of its partners as key influential actors within their country to advance the coalition’s goals regionally. Furthermore, SETC encourages collaboration among partners in the areas of research and policy advocacy, stakeholder engagement, and shaping the narrative of the energy transition, in pursuit of the collective commitments.

The Institute for Essential Services Reform, in short called IESR is a think tank in the field of energy and climate policy, based in Jalan Tebet Timur Raya Nomor 48B, South Jakarta 12820, Indonesia. IESR drives the transformation towards a sustainable energy system by advocating for public policies based on data-based and scientific studies, providing assistance and capacity building, and building partnership strategies with non-governmental actors.
The Insitute for Climate and Sustainable Cities, in short called ICSC is a non-governmental organization dedicated to promoting sustainable energy solutions and climate resilience, based in 95B Scout Castor Street, Laging Handa, Quezon City 1103, Philippines. ICSC focuses on advancing low-carbon development through renewable energy, sustainable transport, and climate finance, with a strong emphasis on empowering vulnerable communities.
The Solar Energy Research Institute, in short called SERI is a specialized research center under Universiti Kebangsaan Malaysia, focuses on advancing solar energy technologies and solutions, based in Research Complex, The National University of Malaysia, Level G, 43600 Bangi, Selangor, MALAYSIA. SERI, committed to promoting sustainable energy development through innovative research and collaboration with industry and government partners.
The Institute of Energy Policy and Research, in short called IEPRe is a research institute within Universiti Tenaga Nasional, based on SQ3-SQ4, IEPRe UNITEN, Kajang, Selangor, Malaysia. IEPRe, focuses on energy policy, energy economics, and sustainable energy development, aiming to provide research-driven insights for national and regional energy strategies.
The Institute for Environment and Sustainability, in short called IES is a research institute under the National University of Singapore, focused on addressing environmental challenges and promoting sustainability, Based in Lee Kuan Yew School of Public Policy National University of Singapore 469C Bukit Timah Road Singapore 259772. IES conducts interdisciplinary research in areas such as climate change, renewable energy, and sustainable urban development.
