Indonesia Solar Summit 2025 “Solarizing Indonesia: Powering Equity, Economy, and Climate Action”

Background

Indonesia has enormous technical potential for solar energy, ranging from 3,000 to 20,000 GWp (IESR, 2021). However, as of the end of 2024, the installed capacity of solar power plants (PLTS) remains below 1 GW; an irony given the urgency of the climate crisis and Indonesia’s commitment to achieving Net Zero Emissions (NZE) by 2060 or sooner. Solar energy, as the most modular, quickly installed technology, and with the greatest potential for widespread distribution across Indonesia, should be the spearhead of a just energy transition.

PLTS has been included in various national energy plans, both in the NZE 2060 roadmap and in the 2025–2034 Electricity Supply Business Plan (RUPTL) prepared by PLN. However, its realization and implementation have not yet aligned with the stated ambitions. The 23% renewable energy mix target by 2025 appears difficult to achieve without a significant leap in solar PV adoption across various sectors: from households and industrial areas to large-scale power plants.

In the past five years, solar PV utilization has shown a growing trend, particularly through rooftop solar schemes and subnational initiatives. However, this growth rate is insufficient. The Indonesia Solar Energy Outlook (ISEO) 2025 report published by the Institute for Essential Services Reform (IESR) emphasizes that consistent policies, access to fair and inclusive financing schemes, and active public participation are key to accelerating solar PV adoption. Without cross-sector collaboration and an integrated approach from the central and regional governments, the private sector, and civil society, Indonesia’s solar energy potential will continue to be underdeveloped.

At the same time, a growing number of provinces and districts in Indonesia are developing their own energy transition roadmaps. Local governments are beginning to recognize the importance of energy decentralization and local resource-based energy security, including by utilizing solar energy in various programs. Public enthusiasm for clean energy solutions is also growing; This is reflected in the high level of participation in various campaigns, pilot projects, and public education forums.

Given this dynamic, the Indonesia Solar Summit (ISS) 2025 serves as a collaborative platform that unites all actors in the Indonesian solar energy ecosystem: government, business actors, associations, civil society organizations, communities, academics, and the wider public. The ISS is not only a space for reflection on the achievements and challenges of solar energy, but also an arena for building shared commitments, strengthening strategies, and accelerating the transformation of Indonesia’s energy system towards a clean, equitable, and sustainable future.

Objective

ISS 2025 aims to be a collaborative and engaging space to:

  1. Strengthen national and subnational commitments to solar energy development as an integral part of accelerating the energy transition.
  2. Encourage investment and innovation by bringing together business actors, technology providers, and policymakers.
  3. Spread a positive public narrative about solar energy as an affordable, inclusive, and climate-friendly solution.
  4. Showcase concrete actions from communities, local governments, and market players through project showcases, innovations, and inspiring stories.
