Webinar Financing Climate Action, Green Development, and Energy Transition in Asia: The Role of Innovative Taxation and Global Reform of Tax Systems

Background

Many countries across Asia are facing a triple crisis, the challenges of climate vulnerability, mounting fiscal pressures, and rising inequality. There is an urgent need to mobilise vast resources for climate action, sustainable development, and a just energy transition. This situation is pushing the issue of innovative taxation as an intriguing option across the region and globally. This financial imperative is driven by the huge costs of adapting critical infrastructure to withstand climate impacts, as well as the parallel need to mitigate further damage by accelerating the shift away from fossil fuels. A rapid and just energy transition, requires massive investment in renewable energy sources like solar and wind, modernising national power grids, and building new industries. Innovative fiscal instruments, such as carbon pricing mechanisms, environmental levies, and the elimination of regressive fossil fuel subsidies, are increasingly seen not just as revenue-raising tools, but as essential levers to incentivize private sector investment, correct market failures that favor polluters, and ensure the costs of transformation are distributed fairly, preventing the burden from falling on the most vulnerable populations.

At the same time, there is growing momentum, to reimagine global tax systems around the principles of equity, sustainability, and accountability. From calls for wealth taxes to the formation of the UN Tax Convention, Asia finds itself at a critical juncture: either continue with outdated and often regressive models or seize the opportunity to design and campaign for fairer, more climate aligned global tax systems. This webinar brings together advocates and civil society groups to explore what is already shifting across the region, what is at stake in this moment, and how Asia can lead in shaping ambitious tax reforms that are sustainable, inclusive, and responsive to regional needs and priorities.

Objective

  1. Assess what actions are being taken and do a stocktake of emerging tax and climate reforms across Asia, including developments in wealth tax, polluters pays and international tax reform negotiations (United Nations Tax Convention).
  2. Explore how innovative taxation can become central to national and regional climate and development action.
  3. Identify current and future opportunities for action.
  4. Facilitate initial cross sector engagement.
