Jakarta, May 5, 2025 – The Institute for Essential Services Reform (IESR) is advocating for the inclusion of Shared Use of the Transmission Network (PBJT) in the draft Law on New and Renewable Energy (RUU EBET) to support large-scale renewable energy utilization.
As a concrete step, IESR held a hearing with Commission XII of the Indonesian House of Representatives (DPR-RI), which oversees energy and mineral resources, the environment, and investment (5/5). The visit was well received by the leadership and members of Commission XII DPR-RI. IESR presented its latest study findings, including the potential for 333 GW of renewable energy projects across 632 economically viable locations throughout Indonesia. This includes a total capacity of 165.9 GW for ground-mounted solar PV, 167.0 GW for onshore wind power, and 0.7 GW for mini-hydro.
Deon Arinaldo, Energy System Transformation Program Manager at IESR, stated that the utilization of this economically viable potential can be accelerated through Shared Use of the Transmission Network, as regulated under Ministerial Regulation No. 11/2021 by the Ministry of Energy and Mineral Resources. This allows electricity to be distributed from power plants to load centers through collaboration among licensed electricity providers.
Internationally, this concept is known as power wheeling. However, based on IESR’s white paper, developed in collaboration with RE100 Climate Group and IEEFA, titled Accelerating Renewables Investment in Indonesia – Shared Use of the Transmission Network, Indonesia can implement a PBJT scheme that is contextual to its market conditions and electricity system, aligned with the existing regulatory framework. PBJT can be a strategic solution for corporate energy buyers to access electricity from renewable energy sources via PLN’s transmission network.
“This mechanism also has the potential to attract substantial private investment, particularly from global initiatives such as RE100, which brings together companies committed to using 100% renewable energy,” said Deon.
Deon added that the decision of major industries to invest in Indonesia will be strengthened if there is regulatory certainty.
Sugeng Suparwoto, Deputy Speaker of Commission XII DPR-RI, stated that the energy transition toward renewables is not optional, it is a necessity that must be properly prepared.
“Shared Use of the Transmission Network is essential to ensure that renewable energy receives tariff parity with fossil energy,” he said.
Dony Maryadi Oekon, Deputy Speaker of Commission XII DPR-RI, also emphasized the importance of PBJT in the electricity sector.
“PBJT is the core of the New and Renewable Energy (EBET) Bill, without power wheeling (PBJT) the EBET Bill cannot move forward,” he pointed out.
